Vice President JD Vance Discusses Ukraine Conflict Negotiations
Vice President JD Vance stated that Russian President Vladimir Putin has made notable concessions during his negotiations with President Trump concerning the Ukraine conflict, including a commitment to honor Ukraine’s territorial integrity once hostilities cease.
"They’ve come to realize that establishing a puppet government in Kyiv is unfeasible, and they’ve accepted the necessity of providing security guarantees for Ukraine’s territory," Vance remarked on NBC’s “Meet the Press” on Sunday.
In regard to the prospect of Ukraine ceding territory to Russia, which had been seized through force, Vance did not concur that this would convey a message to other nations like China about their aspirations regarding Taiwan, nor would it suggest a reward for Russia’s aggression.
“This is how conflicts are ultimately resolved. Historically, look at World War II, World War I, or any significant war since then; they conclude through negotiations,” the Vice President explained, emphasizing that the decision about any territorial concessions ultimately rests with Ukraine.
In World War II, both Germany and Japan surrendered without conditions, with territorial decisions made afterward.
Conversely, on the same day, Russian Foreign Minister Sergey Lavrov, during a previous appearance on "Meet the Press," imposed additional conditions for any direct discussions between Putin and Ukrainian President Zelensky, stating that Putin views the Ukrainian president as "illegitimate."
Despite Moscow’s indication of interest in security assurances for Ukraine, Lavrov criticized the meetings between Trump and European leaders aimed at developing a potential strategy, suggesting that Russia must have a say over Ukraine’s security arrangements.
The Biden administration has stated that Trump made progress with Russia during his discussions with Putin in Anchorage, Alaska. However, Moscow now insists that any summit between Putin and Zelensky will only occur after preliminary peace agreements are established.
According to Lavrov, a “presidential agenda” must be ironed out prior to any bilateral summit, even as Trump claims he is actively facilitating the meeting’s timing.
This agenda reportedly includes commitments that Ukraine will not join NATO and that Zelensky will revoke legislation prohibiting the use of Russian as an official language.
On Friday, Trump confirmed his commitment to advancing discussions between Russia and Ukraine for the summit, though he expressed frustration following missile strikes by Russia on a U.S. company in Ukraine, which could lead to further sanctions against Moscow.
